Sovereign Commune: Local AI for Administrative Sovereignty

We will audit the 50 most common administrative requests at the Brussels Commune. We will then quantize a Llama-3 or Mistral model to run on consumer-grade hardware (edge computing) and build a Retrieval-Augmented Generation (RAG) system using only official, local government documentation. The goal is a "black box" assistant: text goes in, help comes out, data stays in the room.
